Yes, indoor cats are safe. I catch mine periodically looking (and in the warm months, smelling) wistfully out of windows. But we're having a spring snowstorm here, and the temperature is low. When I see my four snoozing comfortably while it snows outside, I'm glad they are indoor cats only.
